New system: How is disability determined?

Effective mechanisms for determining disability are being introduced in our country. This is intended to eliminate bureaucratic barriers and corruption-prone factors in the field.
In addition, there are plans to create additional conveniences for the population through the digitization of the field. It was for this purpose that the relevant presidential decree was adopted on July 16, 2024.
According to it, the new system for determining disability will be introduced in stages on an experimental basis from September 1, 2024, in the city of Tashkent and in the districts (cities) of the Navoi region, and by September 1, 2025, in the rest of the republic.
On this basis, citizens will be able to apply to family doctors for the determination of disability through the Unified Portal of Interactive Public Services (my.gov.uz), Inson social service centers, or social workers.
So, how does this process work?“The basis for determining disability is the conclusion of an examination by inter-district and district medical and social expert commissions (MSEC),” says Bahodir Karimov, chief specialist of the Department for Coordinating the Provision of Medical Services to Persons with Disabilities at the Ministry of Health.
To undergo an MSEC examination, a citizen or their legal representative, at their discretion, applies to a medical institution, family doctor, Inson center, social worker, or through the Unified Portal of Interactive Public Services (EPIGU).
The application received will be sent to the family clinic (family doctor's office) at the citizen's place of residence within one working day. The clinic will forward the application to the family doctor for review.The family doctor determines whether the citizen has medical documents confirming his or her treatment in medical institutions and whether there are grounds for referral to the MSEC for examination.If necessary, the applicant may be referred for additional medical examinations and treatment.
Within one working day, the family doctor enters the referral together with the electronic medical record and/or an extract from the outpatient card into the Unified National Social Protection information system.
If there are no grounds for referral for disability assessment, the applicant will automatically receive an SMS message stating the reasons.
After the referral is sent to the MSEC, the citizen will receive an SMS notification. If the application is submitted through the my.gov.uz portal, the referral will be automatically sent to the applicant's personal account on this platform and will be reviewed by the relevant MSEC within two working days.
After receiving the MSEC notification, the citizen arrives at the examination site at the appointed time.
If the citizen is unable to attend the MSEC examination, the assessment of their health and functional abilities will be carried out at their home or in the hospital where they are undergoing treatment.
At the final stage, if the relevant criteria are met, the cause, duration, medical recommendations, and conclusions regarding disability are determined automatically, without human intervention.
In short, the new system is designed to increase the transparency of the disability determination process.
