Biography
Sherzod Khotamovich Shermatov was born on April 7, 1977, in Tashkent, Uzbekistan.
In 1998, he graduated with a bachelor’s degree from Tashkent State Technical University, and in 2000, he earned a master’s degree from Yale University, USA.
From 2001 to 2002, he served as a lead specialist at the Cabinet of Ministers, working on industrial and microeconomic development programs. In 2004–2005, he coordinated the “Digital Development Initiative” implemented jointly by the Government of Uzbekistan and the United Nations Development Programme (UNDP).
From 2005 to 2008, he worked at the UNDP Country Office in Uzbekistan as a Knowledge Management and ICT Solutions Advisor and later headed the Effective Governance Unit. In 2008, he was appointed Head of the Information Systems and Telecommunications Department at the Cabinet of Ministers.
From 2010 to 2012, he served as a senior inspector and later chief inspector in the Organizational and Personnel Service of the Presidential Administration. Between 2012 and 2014, he was Deputy Chairman of the State Committee for Communication, Informatization, and Telecommunication Technologies.
From 2014 to 2016, he was Rector of Inha University in Tashkent. In November 2016, he was appointed First Deputy Minister for the Development of Information Technologies and Telecommunications, serving until February 2017.
In 2018, he briefly served as Deputy Minister of Innovative Development before being appointed Minister of Public Education on June 20.
On November 17, 2021, he became Minister for the Development of Information Technologies and Communications. Since December 2022, he has been Minister of Digital Technologies of the Republic of Uzbekistan, leading initiatives to transform the country into a regional IT hub. He is married with four children.
