All private medical organizations are required to obtain a license and operate within established quality standards. Control is exercised by the territorial departments of the Ministry. In case of poor-quality service or inflated bills, a citizen can file a written complaint with the local health department or the Republican Center for Human Rights. Each appeal is investigated, and if violations are confirmed, strict sanctions are applied to the clinic, up to and including suspension of operations.

Does a state mechanism exist for regulating prices on essential medicines? What measures are being taken to combat their constant price increases and ensure the availability of domestic analogues?
Yes, Uzbekistan has a state mechanism for regulating prices on socially significant medicines included in a special list. Furthermore, we actively support the localization of pharmaceutical production. Over 50% of drugs sold in pharmacies are produced domestically, which directly affects their affordability and price. Cases of speculative price hikes can be reported anonymously to the Sanitary and Epidemiological Wellbeing Service.

What specific steps is the Ministry taking to improve access to high-tech medical operations (e.g., treatment of oncological diseases) for residents of remote regions? Is a further expansion of the quota program planned, and how can one apply for it?
The Ministry is implementing a program to equip modern inter-district medical centers, allowing complex operations to be performed closer to patients' homes. The quota program for high-tech operations is expanded annually. To obtain a quota, you must contact your regional oncology dispensary or multidisciplinary hospital at your place of residence. Your attending physician will submit the documents to a Republican Specialized Center, where a commission will decide on inclusion in the waiting list and the provision of a quota.
