Biography
Born on March 24, 1963, in the Kungrad district of Karakalpakstan into a family of service sector workers. Ethnicity – Karakalpak.
In 1980, he graduated from Pushkin Secondary School in his native district and immediately after that, worked for one year as an auto mechanic in a local cotton state farm. In 1981, he entered the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers (TIIAME), Faculty of Agricultural Mechanization.
After graduating in 1986, he worked as a mechanic at the Kungrad cotton state farm until 1987. In 1988, he became a lecturer at the V. P. Goryachkin Moscow Institute of Agricultural Production Engineers, and in 1989, he continued his studies as a full-time postgraduate student. On January 20, 1992, he defended his Candidate of Technical Sciences dissertation on the topic "Regeneration of Used Industrial Oils by Ultrafiltration" in the specialty "Operation, Repair, and Restoration of Agricultural Machinery."
On March 22, 2005, he was awarded the degree of Doctor of Technical Sciences by the Qualification Commission of the Tashkent Institute of Automobile Roads. His doctoral work was dedicated to developing new principles for restoring used engine oils of automotive and tractor equipment under the conditions of Uzbekistan.
In 1995, he was awarded the academic title of Associate Professor of the “Tractors and Automobiles” department. From 1992 to 2003, he served as a training master, assistant, and associate professor at the same department, headed the Scientific Research Laboratory on Resource-Saving Machinery and Technologies in Agriculture (2002–2003), and worked as Deputy Dean of the Faculty of Agricultural Mechanization (2001–2002).
From 2003 to August 2007, he headed the “Tashkent DEU” Center, while from 2005 to 2008, he also taught as a professor at the departments “Automobiles” and “Automotive Engineering Technologies.”
From August 2007 to January 2009, he served as General Director of the Uzbek-Korean joint venture “TOSHAFOOS.” In early 2009, he was General Manager of JSC “GM Uzbekistan.”
From July 2009 to September 2010, he was Rector of Turin Polytechnic University in Tashkent, and in October 2010, he became First Vice-Rector for Finance and Economics of the same university. From August 2017 to 2019, he again served as Rector of Turin Polytechnic University.
In 2019, he was appointed Deputy Minister of Higher and Secondary Specialized Education of Uzbekistan. From November 2019 to January 2024, he headed Tashkent State University of Economics.
Under his scientific supervision, one Doctor of Science (DSc) and six PhDs have been trained. He is the author of more than 450 scientific publications, including 8 textbooks, 14 monographs, and 27 teaching manuals. Among his works: Technological Foundations of Used Oil Regeneration (1998), Fundamentals of Used Oil Purification (2000), Trends in Improving the Properties of Petroleum Products (2002), Contamination and Testing Methods of Automotive Oils (2003), Improving the Efficiency of Lubricating Oil Use (2004), Membrane Dehydration of Biofuels (2011), Improving the Marketing System in UzAutoSanoat Enterprises (2020), and others.
He has published 70 papers abroad, 188 in high-ranking journals, and 201 articles in national publications, including works in Scopus, ScienceDirect, and Web of Science.
In the field of economics, he has prepared more than 50 scientific works. From 2018 to 2020, he established partnerships with 56 personnel organizations, engaged scientific supervisors from 56 research institutes, and attracted 10 doctoral students from various scientific and industrial structures.
